New Technology Helps Deputies Safely Stop Dangerous Driver

A driver attempting to evade deputies was safely stopped using new technology recently added to Hillsborough County Sheriff’s Office patrol vehicles.
 
On December 17, 2025, deputies encountered a suspect who fled from a traffic stop while accelerating at high speed.
 
Aviation monitored the vehicle as it traveled through the area. As the suspect exited onto Bearss Avenue and continued south on Nebraska Avenue into heavier traffic, marked deputies moved in. Using a Grappler device mounted to a patrol vehicle, deputies were able to safely disable the suspect’s vehicle and bring it to a controlled stop.
 
The suspect, identified as Ramiya Franklin, 25, was arrested and charged with two counts of felony fleeing to elude, possession of drug paraphernalia, possession of cannabis less than 20 grams, and violation of probation related to burglary of an unoccupied structure or conveyance.
 
This successful stop highlights the impact of the Grappler, a vehicle intervention tool recently added to HCSO patrol vehicles. The system deploys a tether that secures to a vehicle’s rear tire, allowing deputies to gradually slow and safely stop a moving vehicle.
 


The Hillsborough County Sheriff’s Office has installed Grappler devices on 50 patrol vehicles as part of its continued investment in tools that help deputies safely manage high-risk situations.
