Homeland Security Division

Major Stephen Hoopes is the Division Commander for the Homeland Security Division, where he oversees the agency's specialty teams and special operations. A native Floridian, he earned a Bachelor of Arts in Criminology from the University of Florida in 2006. He is a graduate of the FBI National Academy's 291st session and is currently pursuing a Master's Degree in Public Safety from the University of Virginia.

Major Hoopes began his career with the Hillsborough County Sheriff's Office in 2007 as a patrol deputy assigned to District I. He served as a field training deputy and a street crimes deputy before being promoted to Detective in the Special Investigations Division. In 2017, he was elevated to a supervisory role, serving in the Department of Patrol Services, the Special Investigations Division, and the Homeland Security Division. Additionally, Major Hoopes was a member of the Special Weapons and Tactics (SWAT) Team for ten years.

He currently serves as a board member of the Domestic Security Coordination Group Executive Board and the Hillsborough County Emergency Medical Planning Council.
