Major Arthur was born in Washington D.C. and raised in Pennsylvania. He started in law enforcement as a Reserve Police Officer with the Los Angeles Police Department. Major Arthur began his full-time career with HCSO in 2002 while assigned to District 3 patrol. Throughout his tenure, he has worked on numerous assignments to include: Street Crimes Unit, Warrants Section, Sheriff's Targeted Area Response Squad, and the Training Division. Major Arthur also served as a member of SWAT for over ten years. Prior to his promotion to Major, he was assigned as the Deputy Division Commander for the Homeland Security Division.
Major Arthur is a combat veteran of the United States Marine Corps and a life member of the DAV (Disabled American Veterans). He holds a Bachelor of Arts Degree in Criminology from the University of South Florida, and a Master of Arts Degree in Homeland Security from American Military University.
