Bill Spinelli, Chief Financial Officer

As Chief Financial Officer (CFO), Bill Spinelli ensures that the Financial Services Division (“FSD”) delivers the required services in a consistent, efficient, and responsible manner while providing commendable customer service.  FSD is a 62-member team that manages the agency’s financial, and budgeting operations, purchasing, collections and customer service. His department oversees preparation of the agency budget, financial analyses and reports, payroll and accounting of all agency duties.

Before joining HCSO on February 21, 2023, Bill served as the Chief Administrative Officer for the Brevard County Sheriff’s Office, Controller of the City of Orlando, Director of Finance of the City of Leesburg, Florida, and the Accounting Operations Manager of the City of Tampa.

Bill retired as a Chief Petty Officer in the US Navy Reserves in 2010.  His medals include the Army Commendation Medal, Navy Achievement Medals, and the Afghanistan Campaign Medal.

Bill earned his Master of Business Administration and a Bachelor of Science in accounting from St John’s University in Queens New York.  He is a licensed CPA in the State of Florida.
