Red-Light Cameras at Intersections

The Hillsborough County Sheriff’s Office in partnership with a private vendor, RedSpeed, has launched an Intersection Safety Program using advanced digital cameras and violation detection systems to help prevent dangerous crashes by capturing violations at high-risk intersections, reinforcing safe driving habits.

FAQs

Straight Through: A red-light violation happens when a driver crosses the white stop line after the traffic signal turns red. However, drivers already in the intersection when the traffic signal changes—such as those waiting to turn—are not considered violators.

Right Turn: A red-light violation occurs if a driver makes a right turn without doing so safely and responsibly.

Right Turn with "No Turn On Red" Sign: A red-light violation occurs when a driver makes a right turn at an intersection where a "No Turn on Red" sign is posted.

NOTE: A red-light camera Notice of Violation (NOV) does not appear on your driving record.

Detection: High-definition cameras at designated intersections detect vehicles running red lights using sensors.

Video and Image Capture: When triggered, the system records a video from which three still images are captured. The system activates only when a vehicle fails to stop at a red light.

Violation Review: The Hillsborough County Sheriff’s Office reviews each violation before issuing a NOV, which includes images of the vehicle before it enters the intersection, while it is in the intersection, and the license plate of the vehicle.

Notice of Violation Issued: If a Hillsborough County Sheriff’s Office employee approves a violation, a NOV is mailed from Red Speed w/ a return address of Hillsborough County Intersection Safety Program. P.O. Box 6000 Oldsmar, FL 34677-6800 with instructions for payment or contesting the NOV.

No Impact on Driving Record: A red-light camera NOV does not appear on your driving record.

A Notice of Violation for a red-light infraction is issued when a vehicle does not stop at the clearly marked stop line or any designated stopping point as specified in the ordinance when facing a steady red light.

The vehicle's registered owner must pay a $158 statutory penalty on or before the due date on the Notice of Violation. 

Failure to pay the notice of violation will result in a Uniform Traffic Citation being issued by certified mail and an increased fine of $264. 

NOTE: There are no points assessed for this NOV and it does not appear on your driving record.

The vehicle's registered owner must pay the penalty on or before the due date on the NOV. The due date is listed on the top and bottom right of the NOV.

The presumption is that the registered owner of the vehicle was the driver of the car. If you were not the driver of the car, you have the option of filling out an affidavit (provided with your Notice of Violation) to swear under oath who was driving the car. If you do not fill out the affidavit, you will be responsible for the NOV.

You have the following three options:

  1. Pay the penalty
    • Pay online: The fastest and easiest way to pay the amount due is to pay online. Go to https://secure.speedviolation.com and log on with your Notice # and PIN #. Click the Pay button. There is a convenience / service fee for this service.
    • Pay by phone: Call toll free 1-888-756-4918 24 hours a day, 7 days a week. There is a convenience / service fee for this service.
    • Pay by mail: Mail your check or money order in the enclosed envelope with the coupon printed at the bottom of the reverse side of your NOV. Be sure to put the Notice # on the face of your payment. PLEASE DO NOT MAIL CASH.

  2. Submit an Affidavit:
    As the registered owner of the vehicle, you are deemed responsible for the NOV and the payment of penalty unless, in compliance with Florida Statute 316.1896(8)(a)-(c), you establish by a sworn affidavit a statutory exemption applies. Exemptions include:
    • the motor vehicle was, at the time of the violation, in the care, custody, or control of another person
    • a Uniform Traffic Citation ("UTC") was issued by law enforcement to the driver of the motor vehicle for the violation Include serial # of UTC or a copy of the UTC.
    • the motor vehicle’s owner was deceased on or before the date of the violation. Include copy of the death certificate.
    • the vehicle was stolen. Include copy of the police report.

    Documentation will be required. The affidavit must be sworn before a notary public or other person authorized to administer oaths. The submission of a false affidavit is a misdemeanor of the second degree, punishable under Florida Statute 775.082 or 775.083 by a term of imprisonment not to exceed sixty (60) days and/or a fine not to exceed $500.00.

  3. Contest the Violation:
    Request a hearing by signing and mailing the form provided on your NOV. You will be notified by letter of the time, location, and date of the hearing. If you request a hearing and the magistrate concludes that no infraction was committed, the NOV will be dismissed, and no costs or penalties shall be imposed. If the magistrate concludes that an infraction has been committed, the magistrate will uphold the infraction, and you will be responsible for payment of an additional fine as well as additional county or municipal costs not to exceed $250.00 as imposed by the magistrate.
