Sheriff Chad Chronister announces 12 promotions

The Hillsborough County Sheriff's Office is proud to announce 12 promotions, including several within its command staff.

“Those promoted are men and women who have served the community diligently, faithfully, and tirelessly for years.  They’ve shown exemplary leadership amongst their peers and are well deserving of their promotions," said Sheriff Chad Chronister. "I have full confidence that they will continue to make the Hillsborough County Sheriff’s Office one of the best and most respected agencies in the country.”  

Joining the rank of colonel is Anthony Collins, who will head the Department of Operational Support, and Frank Losat, who will head the Department of Executive Support.

In 2004, Colonel Anthony Collins began his career as a Deputy Sheriff with the Hillsborough County Sheriff’s Office, while he was simultaneously enlisted in the Army National Guard. Colonel Collins started his career in patrol, but has since then, held various deputy and detective assignments in the following areas: Street Crimes, Sheriff’s Target Area Response Squad, Tactical Intelligence Team, and the Major Violators Unit which is responsible for disrupting and dismantling drug trafficking organizations. In addition to those assignments, Colonel Collins also served on the S.W.A.T. team for nine years. He was promoted to a supervisory role in 2014, and since then, has overseen patrol deputies and detectives assigned to the Juvenile Services Section, General Offense and District Intelligence Unit. Colonel Collins is currently assigned to District V Patrol Operations as the District Commander.

Colonel Collins is a graduate of Saint Leo University and holds a Bachelor of Arts in Criminal Justice with a concentration in Homeland Security and a Master of Science in Criminal Justice with a concentration in Critical Incident Management. Additionally, Colonel Collins is a graduate of the prestigious FBI National Academy’s 280th Session and the Police Executive Research Forum’s Senior Management for Police Institute 75th Session.

Colonel Collins has earned many commendations. His civic associations include board membership positions at the Pace Center for Girls, ACTS Florida, Derrick Brooks Charities Youth Programs, and the Hillsborough County School Board’s – Achievement Schools Community and Family Relations. A native of Tampa, Florida, Major Collins is married and has two children.

Colonel Frank Losat began his career in law enforcement in 1990, serving as a state trooper with the Florida Highway Patrol before joining the Hillsborough County Sheriff's Office in 1994. He has been assigned to various positions with HCSO's Street Crimes and narcotics units. He also served as a field training supervisor within the Criminal Investigations Division. Most recently, Colonel Losat served in the Homicide Section for almost 11 years.

Colonel Losat served in multiple supervisory roles throughout the agency, including the Homicide Section, Street Crimes, and the Special Investigations Division where he oversaw narcotic investigations and the Crime Analysis Unit.

Colonel Losat has a Bachelor of Arts in Criminology from Saint Leo University and attended the Florida Department of Law Enforcement's Senior Leadership Program and the Executive Institute for Police Management. He also serves on the executive board of Tampa's Drug Abuse Comprehensive Coordinating Office (DACCO). A California native and resident of Hillsborough County since 1983, he is married with two grown sons. 

The following individuals will also take on new leadership roles within the Hillsborough County Sheriff's Office:

  • Captain Sam Portalatin of the Professional Standards Bureau, Department of Executive Support
  • Lieutenant Nicole Heppenstall

  • Sergeant Aaron Dahl 
  • Sergeant Jessica Hallberg-Calebro
  • Corporal Jeramy Butler

All of the promotions and transfers will take effect on November 14, 2022.
