A woman has been arrested and charged with two counts of Aggravated Cruelty to Animals following an investigation into the severe neglect of two dogs found in her care.
On July 14, 2026, at 1:49 p.m., deputies responded to a call for service at an apartment located in the 800 block of East 120th Avenue. While on scene, deputies found two dogs in the care of Bernice Smith, 38.
Deputies observed both dogs to be extremely underweight and severely malnourished. Their ribs, hips, and spinal bones were visibly protruding due to their condition. Hillsborough County Animal Services responded to the scene, and both dogs were removed from the residence for medical evaluation and care.
On July 23, 2026, detectives received veterinary reports from the Hillsborough County Pet Resource Center that determined that both dogs were suffering from emaciated body conditions and numerous medical conditions consistent with prolonged neglect.
Detectives obtained an arrest warrant for Smith, who was arrested and charged on July 27, 2026, with two counts of Aggravated Cruelty to Animals.
"This case is a heartbreaking reminder that animals rely on us to provide them with basic necessities like food, water, shelter, and medical care," said Sheriff Chad Chronister. "The suffering these dogs endured was completely preventable. I am grateful to our detectives, Hillsborough County Animal Services, and the Pet Resource Center for their dedication to protecting animals and holding those responsible accountable."
The photos of the dogs below were taken approximately two weeks after the dogs were rescued and show them reunited with the HCSO detective who investigated the case. Their remarkable recovery serves as a powerful reminder of what is possible when neglected animals receive the care, compassion, and medical treatment they deserve.
