Overview

Perform managerial, administrative, and supervisory duties in planning, organizing, directing, and assisting in all aspects of assigned accounting work and projects. Evaluate, reconcile, and problem solve accounting, budgeting, and internal control processes under the administrative direction of the Chief Financial Officer or designee. Ensure the successful completion of projects in compliance with project specifications, budgets, and timelines while working with subordinate staff. Work involves responsibility for carrying out a wide variety of duties related to the Financial Services Division (FSD), and tasks may vary depending on assignment area or division needs. An employee in this position will be assigned the more difficult tasks and are expected to use independent judgment and decision-making in completing and delegating those tasks within given parameters.

Duties & Responsibilities

Note: Depending on assigned responsibilities, employees may perform some or all of the duties below.

  • Direct, coordinate, and provide overall oversight of one or more assigned projects, defining scope, deliverables, milestones, and quality requirements.

  • Ensure financial compliance with all applicable Florida State Statutes, Standard Operating Procedures (SOPs), rules, laws, orders, and policy statements.

  • Hire, evaluate, assign tasks and projects, review work and assist staff with prioritization and completion of assignments, and approve leave and overtime requests.

  • Coach and mentor staff, provide opportunities for growth through work assignments and training, and evaluate performance recommending and issuing disciplinary actions as needed.

  • Coordinate team in preparing periodic and year-end financial statements and reports; maintain and review accounts kept within the financial management system by generating reports, writing reports, and assisting in monthly and yearly closings.

  • Coordinate year-end audit functions with internal staff and external auditors.

  • Develop and supervise the installation of new accounting procedures as the need arises to resolve problems and/or improve the enterprise resource system.

  • Confer with other FSD staff on matters relating to financial reporting, accounting and budgetary policy.

  • Research, analyze, interpret, and implement Governmental Accounting Standard Board Statements (GASB).

  • Lead meetings with project team members and internal and external clients.

  • Review gathered and analyzed data to prepare a variety of project-related reports; prepare spreadsheets, memos, correspondence, and other project-related documents.

  • Develop and utilize analytical tools for the review of financial data.

  • Assist with preparing journal entries, fund financial statements, and notes to the special-purpose financial statements and related accounting reports.

  • Perform other related duties as required.

Knowledge, Skills & Abilities

  • Considerable knowledge of accounting and reporting requirements as related to government.

  • Working knowledge of governmental accounting and auditing principles, practices, procedures, methods, and theory.

  • Working knowledge of budgetary procedures and controls.

  • Working knowledge of computerized accounting systems to include automated accounting systems and their applications.

  • Working knowledge of database functionality.

  • Knowledge of supervisory principles, practices, and procedures.

  • Research and analytical skills.

  • Ability to establish and maintain effective and cooperative internal and external working relationships with those contacted in the course of work.

  • Ability to prepare accounting and audit records, statements, and reports.

  • Ability to read, comprehend, interpret, and apply job related laws, rules, policies, and procedures.

  • Ability to develop advanced computer-based spreadsheets, graphs, summaries, and reports.

  • Ability to pay strict attention to detail.

  • Ability to communicate effectively, both orally and in writing, at all levels of the agency and with outside agencies.

  • Ability to delegate, manage, and supervise effectively through scheduling, assigning, monitoring, reviewing, and evaluating the work of assigned staff.

Minimum Education & Experience

  • A bachelor’s degree from an accredited institution of higher education with a major in accounting, finance, economics, or closely related field.

  • Six years of experience in accounting functions, three of which must have been in a supervisory capacity.

  • Three or more years of experience in relevant technology and software (e.g., JD Edwards, Workday, Tyler Munis) and other department-specific technology including Microsoft Office applications (e.g., Word, Excel, Access, PowerPoint).

OR

  • A master's degree from an accredited institution of higher education in an accounting, finance, economics, or a closely related field.

  • Four years of experience in accounting functions, three of which must have been in a supervisory capacity.

  • Three or more years of experience in relevant technology and software (e.g., JD Edwards, Workday, Tyler Munis) and other department-specific technology including Microsoft Office applications (e.g., Word, Excel, Access, PowerPoint).

Additional Job Requirements

  • Attendance at the specified Sheriff's Office work location is required.

  • Depending on assignment, employees may be required to possess a valid Florida Driver License at time of employment. Driving history will be thoroughly reviewed and may be grounds for disqualification.

  • No visible tattoos on face, head, and neck. Tattoos determined to take away from the professional appearance of the Sheriff’s Office must be covered with an appropriate white, black, or neutral covering.

  • No illegal drug sale within lifetime.

  • No illegal drug use within the past 36 months. No marijuana use within the last 12 months.

  • No felony convictions within lifetime.

  • No misdemeanor convictions involving perjury, false statement, or domestic violence within lifetime.

  • No dishonorable discharge from any branch of the United States Armed Forces, the United States Coast Guard, National Guard, or Reserve Forces.

  • Successful completion of a background investigation including criminal, reference, employment, and neighborhood checks; polygraph; medical evaluation; and drug screening.

Preferred Qualifications

  • Certification as a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Government Finance Officer (CGFO), Certified Government Financial Manager (CGFM), and/or related accounting/financial certification.

  • Experience with enterprise resource planning (ERP) integration within the last five years.

  • Accounting work experience with governmental agencies.

  • Ability to assist with coordinating, developing, testing, and implementing financial and reporting systems.
