Overview

Perform forensic operational and strategic managerial duties for the Identification (ID) Section within the Sheriff’s Office. Provide complex services to include responsibility for planning, budgeting, coordinating, and supervising assigned staff. This position reports directly to the Director of Forensic Services.

Duties & Responsibilities

Note: Depending on assigned responsibilities, employees may perform some or all of the duties below.

  • Direct major programs (e.g., Automated Fingerprint Identification System (AFIS) Tenprint, AFIS Latent Print) to achieve broad organizational goals and objectives.

  • Respond to requests for assistance regarding latent print preservation, comparison, and identification.

  • Supervise the work of assigned staff by scheduling, assigning, and reviewing work providing training, counseling, evaluating performance and initiate corrective action as needed.

  • Respond to requests for assistance to advise on latent print issues.

  • Create and maintain budgets including the justification of budgets and subsequent fund monitoring and expenditures.

  • Evaluate new latent print technology and equipment for purchase.

  • Motivate personnel, develop short- and long-range plans for the section, resolve disciplinary issues, interact effectively with other agency members in leadership roles, evaluate and pursue appropriate technology, and assess existing practices and policies and make necessary changes.

  • Provide assistance to ID clerical staff and public as required.

  • Provide hands-on advice and assistance on work processes, best practices, and subject matter expertise to assigned staff.

  • May be required to provide operational support during periods of local, state, and national emergencies in the fingerprinting and identification of decedents during emergency situations due to man-made and natural disasters.

Knowledge, Skills & Abilities

  • Extensive knowledge of the principles and practices of management.

  • Extensive knowledge of the functions, services, procedures, and regulations of the area to which assigned.

  • Extensive knowledge of basic fingerprint Classifications Systems (e.g., Henry, National Crime Information Center (NCIC), AFIS).

  • Extensive knowledge of developing training programs for forensic print analysts.

  • Extensive knowledge of the management of criminal history files.

  • Extensive knowledge of the principles, practices, methods, and procedures used in fingerprint identification and preservation and advanced latent print identification techniques.

  • Considerable knowledge of chemical analysis techniques in print identification.

  • Considerable knowledge of state statutes pertaining to criminal registrants; expunging and sealing records; privacy laws; and the dissemination of public information.

  • Considerable knowledge of federal, state, and county criminal laws and ordinances pertaining to the collection and use of physical evidence.

  • Considerable knowledge of various computer systems used in the identification of fingerprints.

  • Considerable knowledge of alphabetic and numeric filing systems.

  • Considerable knowledge of photography practices and techniques.

  • Considerable knowledge of court proceedings and expert testimony.

  • Skill in the application of supervisory techniques.

  • Ability to keep up with the current/emerging technology in the forensic sciences and criminology fields.

  • Ability to establish objectives and strategies, identify required resources, and develop plans to carry out work.

  • Ability to interpret and explain laws, statutes, regulations, and other directives.

Working Conditions

  • Working within a forensic laboratory environment within a law enforcement agency.

  • Working with items of evidentiary value, which may contain body fluids (e.g., blood, saliva, semen) that have been processed with chemicals that are known to be carcinogenic or toxic.

  • Remaining in a stationary position for extended periods of time at a keyboard or workstation and/or bent over a magnifying loupe.

  • May be required to engage in light physical exertion (e.g., lifting, carrying, pushing and/or pulling of objects and materials of light weight from 5 to 10 pounds).

  • May be required to work non-standard hours including nights, weekends, and holidays.

Minimum Education & Experience

  • A high school diploma or possession of a GED certificate.

  • Six years of experience in law enforcement forensics as a latent print examiner, four of which must have been in a supervisory capacity.

OR

  • An associate degree from an accredited institution of higher education.

  • Five years of experience in law enforcement forensics as a latent print examiner, two of which must have been in a supervisory capacity.

OR

  • A bachelor’s degree or higher from an accredited institution of higher education in a criminal justice or closely related field.

  • Four years of experience in law enforcement forensics as a latent print examiner.

Additional Job Requirements

  • Attendance at the specified Sheriff's Office work location is required.

  • Depending on assignment, employees may be required to possess a valid Florida Driver License at time of employment. Driving history will be thoroughly reviewed and may be grounds for disqualification.

  • No visible tattoos on face, head, and neck. Tattoos determined to take away from the professional appearance of the Sheriff’s Office must be covered with an appropriate white, black, or neutral covering.

  • No illegal drug sale within lifetime.

  • No illegal drug use within the past 36 months. No marijuana use within the last 12 months.

  • No felony convictions within lifetime.

  • No misdemeanor convictions involving perjury, false statement, or domestic violence within lifetime.

  • No dishonorable discharge from any branch of the United States Armed Forces, the United States Coast Guard, National Guard, or Reserve Forces.

  • Successful completion of a background investigation including criminal, reference, employment, and neighborhood checks; polygraph; medical evaluation; and drug screening.

Preferred Qualifications

  • Certification as a Latent Print Examiner with the International Association for Identification or qualified to obtain certification.
