This morning at approximately 9:27 a.m. Hillsborough County Sheriff’s Office received a call stating that two male children ages 3 and 2 were riding a “Big Wheel” in the neighborhood and both children were nude.  Deputies responded and located the children, which were approximately 1 block away from their residence at 3643 Sugar Creek Drive in Brandon.  When deputies went to the house, they discovered the doors were all open and the house was in deplorable conditions.  There were two small dogs (Chihuahua) inside the residence.  According to deputies, there was animal feces everywhere, no beds for the children and no food in the house.

Animal Services responded and took the two dogs to be sheltered.  Child Protection Investigators took the children into shelter.  There was a third child (5 year old male) that was at kindergarten and will also be sheltered by Child Protection.  The two adults Xiomara Diaz and Rafael Viconte Ortiz were sleeping inside the residence when deputies arrived and did not respond to the door.  The 3 year old went inside and woke them up and told them a deputy was there.  The adults were arrested and charged with 3 counts of Child Neglect and Improper Confinement of Animals.
