Members of the Sheriff’s Targeted Area Response (STAR) squad zeroed in on a habitual felony offender in the past week and then solved two bank robberies with his arrest on the evening of Monday, May 4, 2009.

The arrest was the direct result of the Sheriff’s Intelligence-Led Policing (ILP) efforts. This new concept in law enforcement allows deputies to identify, track and arrest known recidivists who commit most crimes.

“This individual came on to our radar screen as someone we needed to monitor,’’ said STAR Squad Bravo Sgt. Albert Selke III. “ILP put this guy on our map and it paid off.’’

STAR deputies on Monday secured information for a warrant to arrest Tito Morell for absconding from community control conditions. Deputies tracked Morrel to an apartment in Sulphur Springs and arrested him around 10 p.m. Monday night as he sat in a vehicle. Deputies then noticed the clothes he wore matched the description of a law enforcement alert regarding a bank robber from earlier that day. Other clothing items in the vehicle also matched a second bank robbery from one week ago. After being interviewed by detectives, Morrel confessed to the two bank robberies.

Morrel is being held without bond at the Orient Road Jail.
