Two Hillsborough County Sheriff’s Office deputies were on bike patrol at the Westfield Brandon Centre Mall around 11:00 a.m. Thursday, March 12, 2009, when they spotted a dog locked inside a vehicle parked outside the Sears Department Store.  Deputies Tamela Cuscaden and Judy Whaley waited for the owner to return.  Within a couple of minutes, a woman and her two young children exited the mall and came to the vehicle, a 2008 Toyota Corolla.  The woman and her children got into the vehicle as the deputies engaged in a conversation about the dog inside the locked vehicle.  As Deputy Whaley stood and talked with the woman through the passenger side window, the driver rolled up the window, pinning the deputy’s arm, and put the car in reverse.  The deputy was caught between the suspect’s car and a parked vehicle, injuring her knee and ankle.

The driver left the scene and proceeded to the nearby Target parking lot, where she contacted a family member.  The family member then called the Sheriff’s Office to report the suspect’s location.  Deputies converged on the area and arrested the woman.  The two children and the dog were released to the family member at the scene.

Deputy Whaley was transported to University Community Hospital.
